Helping iTunes account. Urgent?

Hey. I live in Cyprus and, unfortunately, not the iTunes store for my country. I'm owner of a iPhone and I have very few applications for my iPhone. Although the need for the applications are to be free. Is it possible anyway to make an account and lied about my country? i dont think so = / because they need card information even if they do not buy a thing … A video = / tell me what to do? or make me an account or something? I'm happy
